William A. Spencer, CLU, ChFC - NH
Regional Managing Director

William A. Spencer has worked in Executive Benefits and Bank Owned Life Insurance markets for over ten years. In that time he has worked with over 40 New England community banks in developing and designing non-qualified plans. With more than 35 years of experience in the financial services industry, Mr. Spencer has held senior marketing and product development positions with several life insurance companies.

As a partner with BFS Group, Mr. Spencer specializes in designing and implementing nonqualified benefit plans for officers and directors of financial institutions. He works with banks to develop an understanding of current and long-term needs; provides an analysis of existing compensation and benefit practices; and then prepares recommendations that address impact on cash flows, earnings, shareholder value, and other bank objectives to facilitate board approval. Mr. Spencer also works with bank accountants, attorneys and consultants to provide a coordinated financial strategy that minimizes the impact of plan costs on earnings.

Mr. Spencer received his bachelor’s degree from Bowdoin College in Brunswick, Maine. He also earned the Chartered Life Underwriter (CLU) and Chartered Financial Consultant (ChFC) professional designations from The American College, Bryn Mawr, Pennsylvania. In addition, Mr. Spencer is a past president of the New Hampshire Chapter of the Society of Financial Service Professionals. Mr. Spencer volunteers as a speaker throughout New Hampshire for JumpStart, a national program to teach financial literacy to high school students. He also serves as Chairman on the New Hampshire Continuing Education Advisory Council of the New Hampshire Insurance Department, the Graduate School of Business’ Advisory Board for Southern New Hampshire University and the Board of Directors for the Harris Plaisted Regional CLU & ChFC Educational Conference held annually at the University of New Hampshire.


Steve Goldberg
Regional Managing Director

Steve has been in the financial consulting business for over 14 years. He works exclusively with banks on BOLI and implementing creative solutions to finance employee benefits. He has extensive expertise in all aspects of the BOLI arena, including restructuring of current BOLI programs; General, Hybrid and Separate Account transactions.

Steve’s experience in the BOLI industry crosses many levels. He has acted as an expert in representing the industry to various regulatory agencies and trade associations. Steve has been a featured speaker at both the national and state levels on compliance issues related to BOLI. Numerous insurance carriers have relied on Steve’s insights and knowledge when designing products for the banking industry.

Goldberg is a graduate of the University of North Florida, with a degree in Finance and Marketing. He was a member of the 1991 and 1993 NAIA National Championship golf team. He is devoted to his wife and three children, as well as actively involved in their youth sports programs.

Arnie Winick

Arnie Winick
Regional Managing Director

Arnie Winick consults with financial institutions relating to the BOLI asset along with executive/director benefit plans. His primary focus of states are Pennsylvania, Maryland, New Jersey, New York, Connecticut, and throughout the New England Region, he works with banks on a continuing basis in evaluating their BOLI assets and keeping them constantly informed of how the marketplace is performing. His practice includes all regulatory reporting including annual reviews, along with meeting with bank management teams, board of directors and compensation committees on a regular basis. He also helps banks with their administrative servicing needs on a continuous basis.

Arnie joined BFS as a Partner in 2013 after 10+ years’ experience with another firm in the industry.


Cory McPhee - NH
Associate Director

Cory joined the practice in 2010 and brings a vast and varied experience over 20 years in public, private and charitable enterprises. He served as a Congressional staff assistant in the Office of the Majority Leader in the U.S. House of Representatives. Established in 2002, he is the co-founder and co-owner of a successful NH seacoast area fine dining foodservice and catering business. For over a decade Cory has had continued involvement with his family foundation, The Adam McPhee Memorial Foundation, which supports community enrichment and the advancement of handicapped and underprivileged individuals. He also played an instrumental role in working with the US Department of Agriculture to preserve critical wetlands on his family homestead.

Cory received his bachelor’s degree from Loyola University New Orleans. He served as an elected town official for three terms on the Epping, NH planning board. A fifth generation New Hampshire native, Cory along with his wife Julie and daughter Nola, live on the McPhee family compound in Epping NH.
